MERLIN international wins VeterANS AFFAIRS contract for software development support and processeS

Company to implement solution for the department’s system engineering tool

WASHINGTON D.C. and DENVER – April 28, 2008 Merlin International today announced that it has been awarded a contract with the Department of Veterans Affairs (VA), Veterans Health Information Technology Program Executive Office (VHIT), for its Systems Engineering (SE) Tool solution and VHIT’s software development environment. Merlin will deliver technical support and management processes to successfully support VHIT in addressing requirements management and traceability coupled with SE processes. Merlin will work with partners DKI Consulting and 3SL to execute the solution.

Requirements gathering and analysis is one of the most critical processes in software development and the VHIT has several portfolios including Management and Financial, Veterans Programs, Health Data Systems, Infrastructure and Health Provider Systems. These sections share requirements, repositories and architecture artifacts, all displaying unique characteristics. These different portfolios embrace a large team of people, from managers to business partners, who work closely with program offices, clinicians, business analysts and others. Understanding the challenges this presents enabled Merlin to focus the system engineering tool solution to complement a complex systems environment in a developing systems engineering culture.

Merlin’s solution will introduce the techniques and tools in a series of small and logical steps, in order to assist the VA team in becoming fully briefed on its use and implementation. With each step clear and specific, carefully monitored and the Cradle tool implemented, Merlin will produce meaningful results and build confidence within VHIT that the SE process can be used effectively on VHIT projects from all portfolios and that the Cradle fully supports these processes and delivers real benefits.

VHIT will benefit from Merlin’s solution by demonstrating to its stakeholders clear examples of the application and of the process, which may be used in future projects together. There will be a clear and simple method to elicit requirements from the Lines of Business and transform these into system descriptions for VHIT’s application development teams, the ultimate customer for the outputs from the Cradle and SE processes.
